U.S. Hispanics reside mostly in California, Texas and Florida

(CNN) -- The American Hispanic population is dispersing across the country, but is still anchored mainly in three states, according to a new study released Thursday.

More than half the U.S. Hispanic population resides in three states: California, Texas and Florida, according to the Pew Research Center's Hispanic Trends Project.

California is home to the largest Hispanic population -- one in four U.S. Hispanics are also Californians.

Those three states, plus New York, Illinois, Arizona, New Jersey and Colorado, contain three-quarters of the nation's Latino population, according to Pew's analysis of U.S. Census Bureau data.

While those eight states retain a high Hispanic population, new opportunities are beckoning people to the West and South, said Mark Hugo Lopez, director of Hispanic Research at Pew.

The study points out that over the last decade, some of the fastest growing Latino populations are in the Southeastern United States.

Georgia, for example, experienced an explosive growth, because a housing boom in Atlanta attracted people, Lopez said.

"People are willing to look across the country for new job opportunities and educational opportunities," he explained.

"I think this has huge political implications -- it means that more Latinos will be voting, running for office, and being part of the political culture in many more states."

Other key findings from Pew:

-- New Mexico has the the highest Hispanic population share, among the 50 states and District of Columbia, with 46.7% of the state's population counted as Hispanic.

-- Maine, West Virginia and Vermont were among states with the lowest shares.

-- Nationally, Mexicans are the largest national-origin Latino group in the United, accounting for 65% of the Hispanic population.

-- Stewart County in southwest Georgia experienced the most growth in the Hispanic population since 2000, growing 1,754% over 11 years.

Jury convicts 2 cousins in fatal shooting of toddler at Central City second-line parade

A jury convicted two cousins Friday in a Central City shooting and slaying of a toddler who was caught in the crossfire as he sat in a car with his grandmother near a second-line parade.

Bernell "Benny" Pollard, 24, and Jamiron Pollard, 31, now face an automatic sentence of life in prison after being found guilty of second-degree murder in the shooting death of 2-year-old Jeremy Galmon. The jury also returned unanimous guilty verdicts on two counts of attempted second-degree murder for each defendant.

The jury deliberated about two hours Friday evening. Orleans Parish Judge Robin Pittman scheduled a sentencing hearing for Oct. 11.

Defense attorney Arthur Harris said he was disappointed in the verdict but declined further comment. A prosecutor declined to comment.

The jury was faced with the question of who to believe among the witnesses who testified about the identities of the shooters. The cousins were initially picked out by two witnesses in the days after the shooting.

But one witness ended up dead before he could testify, and the other refused to answer questions when hauled to the witness stand by prosecutors this week.

During closing arguments, Assistant District Attorney Francesca Bridges gave an emotion-charged narrative about the symbolism and importance of second-line parades in the city at weddings and funerals, the beginning of celebrations all the way to the end of them.

"A second line in this city is synonymous with celebration," Bridges said. "A second line is not synonymous with second-degree murder."

The prosecution appeared to hit a bump in the road on Thursday, when their key witness, Sean Briggs, 28, refused to answer many questions despite having previously told police that the Pollard cousins -- who he picked out of a photo line-up -- were the men who opened fire. Briggs told police the men were shooting at him, according to testimony.

Police also testified that another man, Sidale Dorsey, identified the Pollard cousins, but Dorsey was shot to death three weeks after he came forward to detectives in September 2010.

Assistant District Attorney Brittany Reed said during closing arguments that Briggs didn't want to identify the Pollard cousins as they sat in the courtroom because he was afraid of what would face him back on the street.

According to police, Briggs had thrown a gun underneath a house on First Street after the shooting, and as a convicted felon, it was against the law for him to have a gun. Briggs was arrested, but later was offered an immunity deal in exchange for testifying.

Harris, who represents Bernell Pollard, insisted that Briggs' identification of the men was forced through "coercion, threats and promises."

"The state has failed miserably today to prove that Bernell Pollard is guilty of anything. The state has just plain failed," Harris said.

Defense attorney Ammon Miller also argued that the evidence was weak and the prosecution presented "nothing that would indicate that Jamiron Pollard had anything to do with the firing of a gun or possession of a gun on the day for which we are here."

Earlier in the day, the defense put on its case, calling two women to the witness stand who both said they saw a gunman running away from the scene that day, and he was neither of the defendants. Both women were friends of the Pollard family and never went directly to police in the days and months after the shooting.

Several other prosecution witnesses who testified described the shooters they saw open fire that day, but their descriptions varied and only one woman was able to point to one of the men, Bernell Pollard, when shown a photo lineup by detectives at the time.

As the jury deliberated the fates of the two men in the death of the 2-year-old toddler, New Orleans police officers were investigating the shooting death of another toddler, 13-month-old Londyn Samuels, who was shot in her babysitter's arms Thursday night in Central City.

Twin City Stage will present The Philadelphia Story, a comedy by Philip Barry, opening on Friday, September 13 at the Arts Council Theatre, 610 Coliseum Drive in Winston-Salem. Additional performances will be held September 14-15 and 19-22. Thursday, Friday and Saturday performances are at 8 pm, and Sunday matinees are at 2 pm. Tickets are $22 for adults, $20 for seniors and $18 for students. Group discounts are available. Set in the late 1930?s, The Philadelphia Story is a witty romantic comedy about class, manners and marriage. Tracy Lord, a haughty, faultfinding socialite, is about to marry George Kittredge, a successful businessman. It?s the day before her wedding and Tracy is sure of herself and her future. With the simultaneous arrivals of her ex-husband, C. K. Dexter Haven, and Mike Connor, a handsome tabloid reporter sent to cover the wedding, however, Tracy?s ?perfect? life starts to show some cracks. As champagne flows at a pre-wedding party, a confused Tracy finds herself torn between George, the irresistibly attractive Mike, and the devilishly charming C.K., who still holds a torch for his former wife. Superbly written and wonderfully entertaining, The Philadelphia Story was a huge hit on Broadway when it opened in 1939, with Katharine Hepburn playing the role of Tracy Lord. The story moved to the silver screen the following year, starring Hepburn once again, along with Cary Grant and James Stewart, and is now on the American Film Institute?s 100 Best American Films list.

This is the opening play of Twin City Stage?s 79th Season. The Philadelphia Story will be directed by Jim McKeny. Mark Pirolo will design the set, with lighting by Scott Needham. Justin Hall will design the costumes. Stephanie Guelzow will stage manage the production, assisted by Paul Van Loon. The cast is as follows:

Hubble Telescope's New Images: Galaxies Through Time

(click image for larger view) A new agreement between the Air Force, the Army and the Defense Information Systems Agency is expected to save the Defense Department more than $1 billion in future IT costs, Defense CIO Teri Takai announced in a joint statement released by the Defense Department.

The savings are expected to come through a shared IT architecture and modernization arrangement that is also expected to increase bandwidth and improve network security, DOD officials said.

As a result of changes in force structure, the Army was looking at excess information technology capacity, according to Richard Breakiron, network capacity domain manager for the Army's chief information office. At the same time, the Air Force was looking for ways to modernize its IT architecture to meet the requirements of the future joint information environment.

By taking advantage of the Army's upgrade to faster multi-protocol label-switching routers and its regional security stacks, the Air Force was able to identify about $1.2 billion in savings, officials said. The Army had already expected to reduce its IT budget by $785 million between fiscal years 2015 and 2019 by consolidating hundreds of network security stacks into 15 joint regional security stacks, which the Air Force now will also use, officials said.

"As [the Defense Department] continues to move aggressively towards [the Joint Information Environment], this partnership is an important step forward," said Teri Takai, DOD's chief information officer, in the DOD statement.

The upgraded MLPS routers will increase the Army's backbone bandwidth to 100 Gbps, said Mike Krieger, Army deputy CIO, in the DOD statement. At Army installations, network speeds will rise to 10 Gbps, he said. To put that in perspective, he said, Fort Hood, Texas, currently operates at 650 Mbps.

By moving to regional security stacks, the Army also expects to improve command and control capabilities and situational awareness through a single security architecture as part of a joint information environment, said Krieger.

The combination of MPLS routers and the regional security stack construct will improve performance and security, DISA Director Air Force Lt. Gen. Ronnie D. Hawkins Jr. said in the statement. "It creates a network that is fundamentally more defensible and more efficient," he said, noting that it also laid an important foundation for building the Joint Information Environment architecture.

The investment in MPLS also "allows us to do not only [Voice over Internet Protocol], it allows us to do unified capabilities and it allows us to put much more of this capability up at the enterprise level," Brig Gen Kevin Wooton, Air Force Space Command director of communication, said.

The Army and DISA said they plan to implement the joint MPLS transport cloud and JRSS consolidation in fiscal years 2013 and 2014 to support operations in Southwest Asia and the continental United States.

LOS ANGELES (TheWrap.com) - "Getaway" is speeding along with dubious sort of perfection - 0% on Rotten Tomatoes - and if it keeps this up, it could challenge for the site's worst-reviewed movie of all time.

With 55 reviews and counting as of late Thursday afternoon, the Ethan Hawke/Selena Gomez car-chase thriller, which opens Friday, is as rotten as it gets, with a big fat goose egg on the critics aggregator.

To be fair, that could change any moment: Reviews are still rolling in, and the site accepts them long after theatrical and homevideo release.

As Rotten Tomatoes Editor-in-Chief Matt Atchity explained to TheWrap, late-breaking contrarians have spoiled many a perfect score, and studios and filmmakers have been known to lobby to move on-the-fence reviews into the positive column - which sometimes works.

But as of this writing, the "Getaway" notices were unequivocally harsh. A sampling:

"An absolute travesty." - Bill Gibron, Film Racket

"Maybe the title isn't a title, but an instruction: ?Getaway,' away from this movie, and fast." - Bill Goodykoontz, Arizona Republic

"Bottom of summer-movie barrel, we hope." - James Verniere, Boston Herald

The Warner Bros. release is tracking for a soft $6 million in a fairly wide 2,000-theater release, analysts tell TheWrap, and the film has been screened and marketed in normal fashion. Getting a zero - or a 100 percent, for that matter - isn't without precedent, especially early on.

"It's not completely unheard of," Atchity said. "But it is unusual with 50 reviews or above that something stays perfect either way."

Atchity predicted another 30 to 40 "Getaway" reviews to post before they started dying down to a trickle. If it maintains perfect negativity, it could challenge "Ballistic: Ecks vs. Sever" (a 2002 actioner starring Lucy Liu and Antonio Banderas, 0% with 108 reviews) as the worst-reviewed movie the site has ever tracked.

It'll certainly crack the Top 3.

Other 0% titles topping RT's worst-ever list: "One Missed Call" (2008, 79 reviews), a remake of a Japanese ghost story starring Shannyn Sossamon; "Pinoccio" (2002, 55 reviews), a live-action adaptation of the classic-story starring Roberto Benigni; and "National Lampoon's Gold Diggers" (2004, 44 reviews), a comedy from first-time director Gary Preisler.

(The best-reviewed film the site has ever seen: "Toy Story 2," which came out in 1999 and remains at 100% with 161 notices.)

Not that we're suggesting it here, but ... would a critic write a positive review just to spoil the zero or 100?

"I can't guarantee that no one thinks that way," Atchity said. "But I like to think critics are being honest ? We can sniff out when someone's not. I don't think there's a lot of people who would put their professional reputation on the line just to do that."

Justice Ginsburg to officiate at same-sex wedding

WASHINGTON (AP) ? Supreme Court Justice Ruth Bader Ginsburg will officiate at a same-sex wedding this weekend in what is believed to be a first for a member of the nation's highest court.

Ginsburg will officiate Saturday at the marriage of Kennedy Center President Michael Kaiser and John Roberts, a government economist.

"Michael Kaiser is a friend and someone I much admire," Ginsburg said in a written statement Friday. "That is why I am officiating at his wedding."

The private ceremony will take place at the Kennedy Center for the Performing Arts, a national memorial to President John F. Kennedy. The 80-year-old Ginsburg, an opera lover, is a frequent guest at the center.

Same-sex marriage is legal in the District of Columbia and 13 states.

"I think it will be one more statement that people who love each other and want to live together should be able to enjoy the blessings and the strife in the marriage relationship," Ginsburg told The Washington Post in an interview.

"It won't be long before there will be another" performed by a justice. She has another ceremony planned for September.

Kaiser told The Associated Press that he asked Ginsburg to officiate because she is a longtime friend.

"It's very meaningful mostly to have a friend officiate, and then for someone of her stature, it's a very big honor," Kaiser said. "I think that everything that's going on that makes same-sex marriage possible and visible helps to encourage others and to make the issue seem less of an issue, to make it just more part of life."

Justices generally avoid taking stands on political issues. The wedding, though, comes after the court's landmark ruling in June to expand federal recognition of same-sex marriages, striking down part of an anti-gay marriage law.

While hearing arguments in the case in March, Ginsburg argued for treating marriages equally. The rights associated with marriage are pervasive, she said, and the law had created two classes of marriage, full and "skim-milk marriage."

Before the court heard arguments on the Defense of Marriage Act, Ginsburg told The New Yorker magazine in March that she had not performed a same-sex marriage and had not been asked. Justices do officiate at other weddings, though.

"I don't think anybody's asking us, because of these cases," she told the magazine. "No one in the gay-rights movement wants to risk having any member of the court be criticized or asked to recuse. So I think that's the reason no one has asked me."

Asked whether she would perform such a wedding in the future, she said: "Why not?"

TOKYO, Aug 28 (Reuters) - Jitters over a possible U.S.-led military strike against the Syrian government knocked Asian equities to a seven-week low on Wednesday and pushed oil prices and safe-haven gold to multi-month highs.

An acute 'risk-off' mode also boosted the appeal of the Japanese yen, which held near a one-week high against the dollar and euro after having posted its biggest rally in more than two months.

The dour mood saw emerging market currencies extend their sharp selloff, with both the Indian rupee and Turkish lira hitting record lows, just as investors were pulling out ahead of an expected cut back in stimulus by the U.S. Federal Reserve, possibly as soon as next month.

European stocks were expected to open lower on Wednesday, with Britain's FTSE 100 seen down as much as 0.6 percent and Germany's DAX indicated down 0.5 percent, according to financial spreadbetters.

The big moves in markets came as Washington and its allies were gearing up for a probable military action against President Bashar al-Assad's forces, which were blamed for last week's chemical weapons attacks.

Western officials told the Syrian opposition to expect a strike within days, and U.S. Defence Secretary Chuck Hagel said American forces in the region were "ready to go" if President Barack Obama gives the order.

The news on Syria overshadowed improving economic indicators, such as rising U.S. home prices and Germany's Ifo business survey hitting its highest in 16 months.

Overnight, U.S. and European stocks suffered their worst day since June, and investor nervousness was reflected in a nearly 12 percent jump on the CBOE volatility index, Wall Street's so-called fear gauge, to a two-month high.

"(The Syrian issue) is adding a layer of nervousness on top of the debate of U.S. tapering which is having a very big impact on carry trade globally and having a very big impact on emerging markets," a senior trader at a foreign bank in Tokyo said.

Tokyo's Nikkei share average sagged as much as 2.6 percent to a two-month low, while the yen was largely steady at 97.120 to the dollar and 129.90 to the euro after climbing more than 1 percent overnight.

EMERGING CRISIS

MSCI's broadest index of Asia-Pacific shares outside Japan shed 1.7 percent, hitting its lowest level since July 9 and extending the previous session's 1.2 percent drop.

Emerging markets have been reeling for the past few weeks on expectations that the Fed will reduce its $85 billion a month bond-buying programme as soon as September.

As the selloff in deficit-stricken emerging market nations deepened, Indonesian exchanged traded funds saw heavy redemptions from U.S. investors overnight.

Indonesian shares tumbled as much as 3.3 percent to a 14-month trough on Wednesday, while Philippine stocks sank 5.3 percent, hitting a more than eight-month low, and Thai equities dropped 2.5 percent to a near one-year low.

Indonesia's central bank board will meet on Thursday in a surprise move amid widespread speculation it will have to raise interest rates again to defend the fast-falling rupiah, now its lowest since April 2009.

Suresh Kumar Ramanathan, head of regional interest rate and FX strategy at CIMB Investment Bank, said those emerging Asian currencies were likely to fall further until their central banks loose monetary policy.

"Tightening of policies will exacerbate the risk of currency weakness, raise the cost of capital, further slowdown the economy and induce unnecessary volatility in the debt, currency and equity markets in Asia," Ramanathan said.

INDIA PAIN

The Indian rupee hit a record low to below 68 per dollar after logging its biggest single-day fall in nearly 18 years on Tuesday after the lower house of Parliament approved a nearly $20 billion plan to provide cheap grain to the poor, raising concerns the fiscal deficit will blow out even further. India's NSE share index shed 2.7 percent, hitting a near 11-month trough.

Other emerging market currencies were also battered, with the Thai baht falling to a low of 32.28 per dollar, its weakest level in three years, and the Turkish lira slumping to a record low of 2.0605 to the dollar.

The heightened geopolitical risk in the Middle East drove the prices of gold and oil higher, however.

Brent crude prices advanced 2.4 percent to a six-month high of $117.14 a barrel, extending Tuesday's 3.3 percent surge - the biggest one-day percentage gain in nearly 10 months.

Gold climbed 0.8 percent to a more than three-month high after also gaining 0.8 percent on Tuesday.

Opko Health closes acquisition of Israel?s Prolor Biotech

In a marriage of two companies chaired by Miami Beach entrepreneur Phillip Frost, Opko Health completed its acquisition of Israel?s Prolor Biotech.

The Miami-based pharmaceutical and biotechnology company (NYSE: OPK) paid 0.9951 of each shares for each single share of Prolor (NYSE: PBTH). The deal is valued at $480 million.

Both companies also trade on the Tel-Aviv Stock Exchange. Frost is the largest shareholder of both companies.

?We are pleased to complete the acquisition of Prolor and broaden our portfolio of market-transforming therapies in selected specialty markets,? Frost stated in a news release. ?With the inclusion of Prolor's pipeline, Opko now has four significant products in Phase III clinical development and a robust pipeline of important therapeutic and unique diagnostic products in various stages of development. Prolor's drug product candidates for growth hormone deficiency, hemophilia, obesity and diabetes, along with its broadly applicable technology platforms and efficient research and development center, are highly valuable assets that complement Opko's growth strategy."

Shares of Opko were down 25 cents, or 2.9 percent, to $8.33 on Thursday afternoon in heavier than normal volume. The 52-week high was $9.02 on Aug. 26. The 52-week low was $4.05 on Sept. 26, 2012.

Judge: NFL, players to settle concussion lawsuits

The NFL has reached a tentative $765 million settlement over concussion-related brain injuries among its 18,000 retired players, agreeing to compensate victims, pay for medical exams and underwrite research.

A federal judge announced the agreement Thursday after months of court-ordered mediation. It came just days before the start of the 2013 season.

More than 4,500 former athletes ? some suffering from dementia, depression or Alzheimer's that they blamed on blows to the head ? had sued the league, accusing it of concealing the dangers of concussions and rushing injured players back onto the field while glorifying and profiting from the kind of bone-jarring hits that make for spectacular highlight-reel footage.

The NFL has long denied any wrongdoing and insisted that safety has always been a top priority. But the NFL said Thursday that Commissioner Roger Goodell told pro football's lawyers to "do the right thing for the game and the men who played it."

The plaintiffs included Hall of Famer Tony Dorsett, Super Bowl-winning quarterback Jim McMahon and the family of Pro Bowler Junior Seau, who committed suicide last year.

Under the settlement, individual awards would be capped at $5 million for men with Alzheimer's disease; $4 million for those diagnosed after their deaths with a brain condition called chronic traumatic encephalopathy; and $3 million for players with dementia, said lead plaintiffs' lawyer Christopher Seeger.

Any of the approximately 18,000 former NFL players are eligible.

Senior U.S. District Judge Anita Brody in Philadelphia announced the proposed agreement and will consider approving it at a later date.

The settlement most likely means the NFL won't have to disclose internal files about what it knew, and when, about concussion-linked brain problems. Lawyers had been eager to learn, for instance, about the workings of the league's Mild Traumatic Brain Injury Committee, which was led for more than a decade by a rheumatologist.

In court arguments in April, NFL lawyer Paul Clement asked the judge to dismiss the lawsuits and send them to arbitration under terms of the players' contract. He said that individual teams bear the chief responsibility for health and safety under the collective bargaining agreement, along with the players' union and the players themselves.

Players lawyer David Frederick accused the league of concealing studies linking concussions to neurological problems for decades.

In recent years, a string of former NFL players and other concussed athletes have been diagnosed after their deaths with chronic traumatic encephalopathy, or CTE. Those ex-players included Seau and lead plaintiff Ray Easterling, who filed the first lawsuit in Philadelphia in August 2011 but later committed suicide.

About one-third of the league's 12,000 former players eventually joined the litigation. They include a few hundred "gap" players, who played during years when there was no labor contract in place, and were therefore considered likely to win the right to sue.

Study: Marijuana top illegal drug used worldwide

LONDON (AP) ? Marijuana is the most popular illegal drug used worldwide, but addictions to popular painkillers like Vicodin, Oxycontin and codeine kill the most people, according to the first-ever global survey of illicit drug abuse.

In addition to cannabis and opioid painkillers, scientists analyzed abuse of cocaine and amphetamines in 2010, largely based on previous studies. Ecstasy and hallucinogens weren't included, because there weren't enough data. The researchers found that for all the drugs studied, men in their 20s had the highest rates of abuse. The worst-hit countries were Australia, Britain, Russia and the U.S. The study was published online Thursday in the journal, Lancet.

But there were few concrete numbers to rely on and researchers used modeling techniques to come up with their estimates.

"Even if it is not very solid data, we can say definitely that there are drug problems in most parts of the world," said Theo Vos, of the Institute for Health Metrics and Evaluation at the University of Washington, the study's senior author. Vos said people tended to abuse drugs produced close to home: cocaine in North America, amphetamines and opioids in Asia and Australia. The lowest rates of drug abuse were in Asia and Africa. Of the estimated 78,000 deaths in 2010 because of illegal drug use, more than half were because of painkiller addictions.

Vos said countries with harsh laws against drugs had worse death rates for addicts when compared to countries who relied on other policies to wean people off drugs, such as needle exchange programs and methadone clinics.

Other experts warned officials needed to be on their toes to address potential health problems from drug abuse.

"The illicit use of prescribed opiates in the U.S. has only happened in the last 10 years or so," said Michael Lysnkey, of the National Addiction Centre at King's College London, who co-authored an accompanying commentary. "It's possible in another 20 years, patterns will again change in ways we can't predict."

In a related study, scientists found mental health and drug abuse problems including depression, schizophrenia and cocaine addiction kill more people worldwide than AIDS, tuberculosis, diabetes or road accidents.

In some developing countries such as India, attempts to stop AIDS have also slowed drug abuse as they focus on helping people kick their addictions, according to Vikram Patel, of the Centre for Global Mental Health at the London School of Hygiene and Tropical Medicine. Patel recommended an approach to drug use similar to current controls on tobacco.

"A decriminalized drug policy could potentially transform the public health approach to drug use," he wrote in an email. "The enormous savings in the criminal justice system could be used to fund addiction treatment programs."

For the first time since 2010, Americans are less satisfied with the cars and trucks they're driving, according to the 2013 American Consumer Satisfaction Index.

The latest (ACSI) also finds the satisfaction gap between the Big 3?Ford, General Motors, and Chrysler?and foreign automakers has widened, with domestic brands falling further behind import brands.

David VanAmburg, Director of the ACSI said the drop in scores should be a concern for the Big 3, "This could become problematic once demand slackens, making further sales growth more challenging unless customer satisfaction improves."

Overall, satisfaction with 20 different auto brands fell 1.2 percent to a score of 83 on a 0 to 100 scale. ACSI researchers believe customer satisfaction is slipping in part because vehicle reliability may be suffering as automakers ramp up production.

Highest, Lowest Ranked Brands

As is often the case with buyer satisfaction surveys in the auto industry, import brands outpaced the Big 3 in the latest ACSI.

Among the list of highest and lowest ranked auto brands, two in particular stand out.

Mercedes satisfaction score increased 4 percent to put the German brand in first place, while Chevy fell 6 percent to drop to the bottom of the list.

The ACSI did not show the?Tesla brand among the 20 auto brands in the survey.

BIG 3 falling behind

For the GM, Ford, and Chrysler the latest ACSI report raises questions about why domestic brands are slipping again. Five of the eight U.S. brands fell in the latest survey.

Just five years ago, the Big 3 and the Asian auto brands were in a virtual tie when it came to customer satisfaction. That's no longer the case.

So what's wrong?

VanAmburg said the domestics may be losing focus as they add more shifts and run their plants at capacity.

"U.S. automakers may be stretched too thin, ramping up production to meet rising demand," he said. "Quality may be giving way to quantity."

Luxury brands leading the way

With luxury auto sales growing faster than overall sales in the U.S., American car buyers are also finding greater satisfaction with upscale brands.

Luxury brands ranked at or above the industry average of 83 includes Mercedes, Lexus, Cadillac and Acura.

BMW, with an ACSI score of 82, is the lone luxury brand ranked below the industry average.

The ACSI was calculated after more than 4,000 consumers were surveyed in April and May.

'The Butler' tops box office with $16.5 million

NEW YORK (AP) ? Despite three new releases, the period drama "Lee Daniels' The Butler" and the road trip comedy "We're the Millers" stayed atop the box office.

"The Butler," which stars Forest Whitaker as a long-serving White House butler, earned $16.5 million to lead all films for the second weekend in a row. "We're the Millers," which stars Jason Sudeikis and Jennifer Aniston, added another $13 million as it edged closer to passing the $100 million mark after three weeks in theaters.

The top 20 movies at U.S. and Canadian theaters Friday through Sunday, followed by distribution studio, gross, number of theater locations, average receipts per location, total gross and number of weeks in release, as compiled Monday by Hollywood.com, are:

The Washington State Department of Natural Resources (DNR) announced today that, in response to increased fire danger, the Industrial Fire Precaution Levels (IFPL) for logging and industrial operations in forested areas will be raised to minimize the danger of accidental fires.

Effective August 26, at 12:01 a.m., the IFPL level will be changed to Level 2, known as Partial Hoot Owl, limiting most forest industrial activities to between 8 p.m. and 1 p.m. only in:

? Shutdown Zone 680, which covers the eastern slopes of the Cascades in Chelan, Kittitas, Yakima, and a small portion of Klickitat Counties.

The following areas will remain at Level 2:

? Shutdown Zone 675, 609E, and 609W.? Zone 675 is the lower elevations of Chelan, Kittitas, and Yakima counties; Zone 609W is primarily western Klickitat County with some forested land in southwest Yakima County, and Zone 609 E is in central Klickitat County.

The IFPL for Zones 609E and 609W will be re-evaluated on Saturday and, if the precipitation currently in the forecast does not occur, they may be raised to a Level 3.

?

In a Level 2, cable yarding, blasting, welding, and using chainsaws in the woods can only be done between 8:00 pm and 1:00 pm. Those operations must cease in the heat of the day from 1:00 pm to 8:00 pm. Chainsaws may continue to be used at loading sites. All operations in forested areas must have required fire tools on site, and someone must watch the working area for an hour after the equipment shuts down to ensure no fire has started.

Even people cutting firewood must follow these standard fire precautions during IFPL 2:

  • Chainsaws must have approved, working exhaust systems
  • A one-hour fire watch must follow the last use of a chainsaw
  • A fire extinguisher, containing at least eight ounces of retardant, must be in the immediate vicinity of where the chainsaw is being used
  • A shovel must be retrievable in two minutes or less

The IFPL system

Industrial Fire Precaution Levels apply to all industrial operations that might cause a fire on or adjacent to lands protected from fire by DNR (WAC 332-24-301); this applies to logging and other industrial operations.

The levels are established for each of 38 ?shutdown zones? in the state on the basis of National Fire Danger Rating System data. There are four IFPL levels:

? Level 1 (closed fire season):? fire equipment and a fire watch are required

? Level 2 (partial hoot owl):? limits certain activities to between 8 p.m. and 1 p.m.; fire equipment and a fire watch are required

? Level 3 (partial shutdown):? prohibits some activities and limits others to between 8 p.m. and 1 p.m.; fire equipment and a fire watch are required

? Level 4 (general shutdown):? prohibits all activities

The same system is used by DNR, the U.S. Forest Service, the federal Bureau of Land Management, and the federal Bureau of Indian Affairs. This provides consistency for workers operating on lands regulated by the various agencies. For specific information regarding components of the IFPL system, please visit DNR?s website.

Currently, there is a statewide burn ban on 13 million acres of forestlands in Washington. Campgrounds may have additional burn restrictions in place. Campers should check with their campground host or the local fire district before starting a campfire.
